Performance Solutions

Performance Solutions are the technical justification of building designs that don’t or can’t comply with prescriptive Building Code provisions. Rather than satisfying a set of rules, the performance of a building design is measured using calculations and engineering principles. If the performance of the building design satisfies agreed acceptance criteria then it will satisfy the Building Code of Australia’s Performance Requirements. These Performance Solutions can provide more efficient building designs which improve architectural vision, financial and operational objectives.

 

DDEG (Fire) specialise in Performance Solutions for buildings. We are one of the leading Fire Engineering Consultancies in Australia, operating since 2012. Our office has extensive historical and recent experience in helping our clients obtain regulatory approval on thousands of projects. We’re confident in our local knowledge of regulatory expectations. We know what building designs are likely to be approved by authorities and fire brigades.

Where required, we can arrange for a fully independent regulation 126 design certification for our Performance Solutions. We’re also willing to provide peer reviews and regulation 126 design certification for Performance Solutions developed by others.

 

DDEG (Fire) are registered to practise throughout Australia. Our Professional Indemnity (PI) insurance provides coverage for Performance Solutions on all building design elements including combustible cladding making us fully insured and therefore fully compliant with regulatory requirements.

Peer Review & Certification

In the Performance Solution approvals process, the Relevant Building Surveyor must accept the fire engineering technical justification documented in the Fire Engineering Report. The Relevant Building Surveyor can only accept a Performance Solution if they understand and agree with all parts of the technical justification. Due to the complex nature of Fire Safety Engineering these solutions are often outside their field of expertise and therefore they need to rely on a design certificate issued under Victoria Building Regulation 126 (Reg. 126 design certificate).

 

This allows the Relevant Building Surveyor to rely on the expertise of another building practitioner rather than having to understand and accept the Performance Solution themselves. A 126 certificate removes design responsibility for the Performance Solution from the Relevant Building Surveyor and places it with the Fire Safety Engineer and the issuer of the Reg. 126 design certificate. 

Victorian Building Authority (VBA) Practice Note 3 states that “After having regard to the complexity of a design, the RBS may determine that an independent review of the design is required. Where the RBS determines this, the registered building practitioner must be independent from the registered building practitioner who prepared the original design. This means that the person undertaking the independent review must not be employed by the same organisation or related to the person that prepared the design.”

 

DDEG (Fire) offers peer review and certification services for fire engineering reports produced by others. Provided that the report satisfies the minimum requirements to demonstrate that the Performance Requirements have been satisfied, a Reg. 126 design certificate will be issued. The Reg. 126 design certificate will be issued by a fully independent third party professional Fire Safety Engineer who is a Category EF registered building practitioner.

 

Reg. 126 design certificates also extend to installation of a fire safety system. After having regard to the complexity of a design, the RBS may determine that an independent inspection of the installation is required. DDEG (Fire) offers inspection and certification services for fire engineering solutions. Provided that the installation is in accordance with the requirements of the Fire Engineering Report, a Reg. 126 installation certificate will be issued. The Reg. 126 installation certificate will be issued by a fully independent third party professional Fire Safety Engineer who is a Category EF registered building practitioner.
